China has released a ten-year plan to promote the development of fitness and leisure sports in Beijing-Tianjin-Hebei, also known as Jingjinji Metropolitan Region or Jing-Jin-Ji (JJJ).
The plan urges the JJJ to form a fitness and leisure sports system under a preliminary regional cooperation model by 2025. Permanent residents in the region are encouraged to participate in fitness and leisure sports, which will make the number of participants reach up to 41.5 million.
The ten-year plan is aimed at establishing a series of industry clusters, to turn the three places into world leading sports leisure destinations. Specifically, China is looking to set up One Area of 5 Clusters, 5 Belts and 6 Roads. The 5 clusters are:
▶ Xiong’an New District Cluster: To establish a national-level world leading fitness and leisure sports pilot zone in the southern suburb of Beijing, which will accord with Xiong’an’s economic status.
▶ Chongli District Cluster: To establish a national winter sports and an outdoor leisure sports zone in the northwestern suburb of Beijing.
▶ Xinglong County Cluster: To establish a national mountain outdoor sports zone in the northeastern suburb of Beijing.
▶ Laishui-Laiyuan-Yi County Cluster: To establish a national mountain outdoor sports and water sports zone in the southwestern suburb of Beijing.
▶ Tongzhou District Cluster: To establish a national urban community fitness and leisure sports zone in the eastern suburb of Beijing, which will be in accord with the standard for a world-class city sub-center.
Relying on the natural resources and 160 existing leisure sport facilities within the JJJ area, the government aims to build 5 leisure sport zones featuring grasslands, mountains and plains, wetlands (reservoirs), coastal ports and winter sports, respectively. Meanwhile, taking Beijing as the center, they plan to build leisure sports cities, towns and villages along 6 major transportation lines which go through Beijing and out towards 6 different directions.
